Nope, these are big juicy GRO packets; the global backlog is also large
(qlen 2 backlog 33184 in the example I posted). It's not actually the
tin backlog that the loops check either, I just used it as a way to see
that the tins are all empty even though the global qlen is not...

I'm going to go investigate some more...
