tengo un archivo creado para la vista en , src/Template/Cars/index.ctp.
la ruta en el script es correcta:
$(document).ready(function(){
$('#autocomplete').autocomplete({
source: "/cars/index.json",
});
});
finalmente te paso la pertaña network
