As mentioned on XERCESC-2190 I think we would be better off deleting use of
this function entirely and assuming that we're on a recent enough Windows
platform. Since the affected versions are over two decades old and thoroughly
obsolete, and no supported development environment can target them, that's a
fairly safe assumption to make.
