Roger Leigh resolved XERCESC-2143.

Resolution: Fixed
Fix Version/s: 3.2.2
Fixed in r1827134. Still only used for MSVC builds; Cygwin and MinGW
`windres.exe` does not substitute the XERCES_DLL_NAME macro, which will need a
fix in CMake to fix I think (I'll open an issue).
With this fix in place plus the MacOS fix, is it worth making a 3.2.2 with just
these two changes?
