The root cause of this will be fixed in bzr 1.18. Any thoughts on
whether the default locations set by the Windows installer should be
tweaked as suggested by Irongut?

Bug description:
Windows XP. version 0.4dev (Qbzr 0.11,bzrlib 1.16.1)
Attempting to create a new shared repository via the Initialize 'wizard' causes
my 1.8GHz system to 'hang' indefinitely with 100% CPU usage. Hitting CANCEL in
the Initialise window returns control to the system. The state of the resulting
repository has not been analysed.
Performing the same operation from the command line [ bzr init-repo <repo name>
] completes and returns control in a second or so.
Update: subsequently found conditions under which 'bzr init' would exhibit the
same mis-behaviour, so resubmitted against bzr as bug #394227.
