No it's not. It returns 404 to me. That is a permanent error;
automation that tries to access it will, and *rightly so*, report a
permanent failure. It cannot be relied upon in any way.
"curl https://git.busybox.net/busybox/"; returns 404, but
"git clone https://git.busybox.net/busybox/"; still succeeds.
"git clone" actually does not access the top level URL at all.
