discuss this and have a policy in place.

Your second item is worth considering. If we need to perform maintenance in an 
area that has had formatting applied in later versions we could determine the 
extend of the back port and decide if formatting is back ported? The only 
problem not back porting formatting is further changes get harder.

If we have applied formatting on the development branch or a release and it is 
stable I think it is easier to justify back porting the format changes. I think 
back porting formatting changes works rather than applying formatting directly 
by the tool?

I assume release branches that support formatting run the formatting tool?
