Where the tooling is located doesn't matter for the workflow. You have to 
somehow setup a virtual Python environment to run `spec2modules.py`. This is 
just one step of the workflow. The primary issues is that there are three 
repositories involved when it comes to documenting the RTEMS APIs.

With a complicated workflow like this, the pre-qualification support for RTEMS 
will never turn into a success story.
