About #94, I have no plan how to clean up the README. If you go for a 
`requirements.txt` I will use that in the `Dockerfile`. My experiences with 
long `requirements.txt` is that they tend to depend on the Python version. Yet, 
a simple one may do fine.

If you do not want to keep the `Dockerfile`, I won't mind removing it. It is 
some work to maintain (as this MR shows) and it is not in line with the rest of 
the README. Albeit, I personally find the instructions how to build the docs in 
this form easier to follow and more complete than the generic texts in the 
README. This Dockerfile of course covers only a single Operation System and I 
do not want to support plenty of different OS as Dockerfiles. (For those who 
really use containers to build the docs, the OS would not matter).

If the `Dockerfile` should be kept, I prefer to keep it in the README than to 
put it at some place in the repo. I believe, for the readers, seeing the 
`Dockerfile` is helpful, even if they do not intend to use containers.

But, yes, shortening and consolidating the README and maybe putting the 
instructions how to build the docs in the RTEMS User Manual would be an 
improvement.
