We should point all our URLs to a uniform place and stop creating 
subdirectories or files.

Everything should point to https://www.rtems.org/ and nowhere else.

On that page itself we should make it easier for users to figure out where they 
want to go.  Docs? License?  If it's hard to find that's a problem on the 
website we don't need to be pointing to specific pages in source.  It's also 
easier for us as a project if we can just consistently point them to our 
website and nowhere else.

Setting to %7.1 so it's discussed not specifically asking for it to be done 
here.

  This will get users to where they need to be. The old license.html in the 
very old site wasn't the same as the `LICENSE` file as far as I remember, was 
it?
