I see in the current wget.info file:

    '-np'
    '--no-parent'
    'no_parent = on'
         ...  Essentially, '--no-parent' is similar to
         '-I/~luzer/my-archive', only it handles redirections in a more
         intelligent fashion.

However, I don't see how the current code handles redirections any
differently than does --include.  Perhaps I am missing something?
