According to my reading of the code, if a file name has both a comma and
a label that appears on the node line, the standalone Info reader would
use the label to determine node directions. For example, if a file name
is "before_comma, Up: after_up", then after_up would be considered as
the Up node. So, I think that even if the File: label text is ignored,
it still should be properly DEL-quoted if it contains a comma. It would
have been possible to quote a comma only if not followed by a label, but
it is much simpler to quote in any case, all the more if it makes things
easier for the Emacs Info reader.

Still based on my reading of parse_top_node_line in scan.c, the
standalone Info reader should handle DEL-quoted File: text well.

I tried to read all the code that use INFO_NODE_LABEL, and according to my
readings, a file name like "before_comma, Node: not_a_node", even if quoted,
should have not_a_node wrongly found, and the legitimate Node: not found
in those cases:
* build_tag_table in nodes.c: not a concern, this is for Info files
without Tag tables that are not expected to quote node or file names.
* find_node_in_binding in search.c, called by adjust_nodestart, called
by info_node_of_tag_ext: this is a concern as it is called for
every node of interest. It may be better to skip a (quoted) File: label
and its argument before searching for the INFO_NODE_LABEL.

I should try to add DEL-quoting to File and test and fix the issue I
report with DEL-quoted "before_comma, Node: not_a_node" file name over
the week end.
