I encourage you to contact CentOS bugzilla with CentOS related questions. Upstream is usually not aware of distribution specific stuff.. But yes, older tar (even upstream) followed directory symlinks instead of removing them. This has been changed to remove dir symlinks (as any other non-directory files) later and even after that fix the option --keep-directory-option has been added to be compatible with the old behavior.
