Thanks, but no thanks. This part of GNU Make is very old and it is stable.
It is also tricky, as the issue of the value of SHELL in GNU Make on
MS-Windows is complicated. I'm not interested in potentially destabilizing it
for the benefit of a couple of milliseconds.
