FILES = a b
.INTERMEDIATE: a

$(FILES) &:
touch $(FILES)
foo: b
cat $< >$@
```
This makefile causes infinite rebuilds.
The problem is that file `a` is deleted
as being intermediate, but that mistakenly
invalidates entire group. As the result,
the targets that depend on `b` are re-built.
Missing intermediate targets should not
invalidate group.
