Details:
It seems to happen when there's no blanks earlier in the line. System is
Windows 10, MINGW-64.
$ make --version
GNU Make 4.3
Built for Windows32

$ make -f tm

echo '"xx"'
\xx"
No problems with same version on GNU/Linux (Debian).
