All Windows builds should build the import library.  That includes
MSYS and Cygwin.

Maybe you should take this up with the respective projects (Cygwin and
MSYS2), since it's up to them to submit the patches for producing the
import library in their builds of GNU Make.  It could be that the
current sources already support that in some way I'm not aware of (I
only work with the MinGW build), in which case they will tell you how
to get what you want.  Or maybe they have local patches which they
should submit here for inclusion in the upstream distributions.
