The errors are not make problems; they are specific to the package you're building and installing. Check that package: it may have an INSTALL or README file that tells you how to make this all work. One problem is a perl script failing to find something; read the perl man pages to find out how to configure @INC; and look for test_driver.pl; you might need to install some package that provides it, or the package you're building and installing it may provide it but have failed to arrange for make check to get at it. The other is a permissions problem; you're trying to modify things under /usr/share/loca/, which normal users typically can't. You probably need to run make install as root, i.e. sudo make install assuming you have sudo privileges.
