Although the Manual specifies:

Here is the syntax of a static pattern rule:
targets …: target-pattern: prereq-patterns …
recipe
…

I did not found any specific comments on the mandatory nature of the recipe.
The uploaded file shows the issue running either "make" or "make fail". The
Makefile succeeds running make pass, where a dummy rule has been specified.
