All GNU packages are tracked on Savannah: it's the official FSF software site.
I agree with you that this bug tracker is clunky in many ways but for me it's
not bad enough to want to split the development site into two places, and have
some of the bugs here and some there, or try to export/re-import all existing
bugs somewhere else, then get everyone to use a different tracker.
Better than spending effort moving would be spending effort improving this
tracker.
