For the record, I didn’t ever suggest it was a problem with GNU make, just that the wording in your “rules” doesn’t map perfectly to reality. It’s your call, of course, whether that wording needs to be updated or whether fixing it would muddy the message.
Separately: this situation is is not described explicitly in the manual (unless I missed a reference). Also, the line which says "This means the first thing in the makefile seems to be part of a recipe” is also not entirely correct. How about “This means an apparent recipe line was encountered in a context where it could not be assigned to a recipe”.
