Follow-up Comment #5, bug #40361 (project make):
Removing those set_append_mode() calls didn't appear to make any difference.
I've attached a log from tusc (the HP-UX equivalent of strace/truss etc.)
showing the invocations during the sample I described in the first post -
perhaps that may help you to diagnose
