Details:

$ mkdir bug
$ cd bug
$ make
make-4.0: *** No targets specified and no makefile found. Stop.
$ # ok, the "no makefile found" message is correct.
$ # create a makefile:
$ touch Makefile
$ make
make-4.0: *** No targets.  Stop.
$ # ok, the "no makefile found" message is gone. Now here's the bug:
$ echo -include Makefile_2 >Makefile
$ make
make-4.0: *** No targets specified and no makefile found. Stop.
$ # bug: adding makefile content produced a "no makefile found" message.
# version 3.81 behaves the same
$ cat Makefile
-include Makefile_2
