I am not able to reproduce this with the current latest version from Git:
$ touch foo.vhd
$ make
mkdir -p module_timestamps
cd module_timestamps && touch foo && ar rv lib foo && rm foo
ar: creating lib
a - foo
$ make
make: Nothing to be done for `default'.
