Follow-up Comment #1:
I'm marking this as an enhancement, since the code works as designed. I
agree it would be nice to allows LIBPATTERNS (and VPATH!) to use
target-specific and pattern-specific values.
Right now, though, we don't set up the variable sets properly before doing
the lookups for this to happen.
