Details:
Summary: clean-up to make further developent of win32 sub_proc module
easier.
1. In function find_file use SearchPath API instead of deprecated OpenFile,
so it correctly supports max. win32 path length.
2. In function process_begin revise detection of shell scripts. In v 3.81
this seems to be redundant/unused code.
To do: move the detection logic out of process_begin to find_file and combine
with 1.
3. Fixed declaraton for threadex style thread functions
(in v 3.81/win32 these seem to be unused code, probably because of this
bug?)
