I use Windows XP SP2.
I have built make3.81rc1 with both VC6 and VC7.1 (giving the same results).
I am using sh.exe from cygwin. (cygwin1.dll version 1.5.18-1)
I will try to see if the latest cygwin (1.5.19-4) fixes the issue...
