What would the "equivalent normal rule" be?  Perhaps I can use that as a 
workaround in my original makefile.

(I'm trying to express that if %.3 doesn't exist, it must be built only 
after %.2 is built, but it is not to be rebuilt if %.2 is subsequently 
changed.)
