Yeah, it's a timing thing on foo.x, not related to -W. foo.x is always rebuilt when -W bar.x is given, which is correct. However, sometimes (if the original file and its update happen too quickly) make doesn't see that the timestamp on the file changed and so it doesn't believe that it needs to re-exec.
