The only thing you can do is use a sentinel file, like this:
.sync: $(wildcard java/*.java lisp/*.lisp)
synctool java lisp syncdir
@touch $@
Now whenever any file is newer than the sentinel file make will see that
something has changed, and the synctool will be run, then the sentinel
will be updated.
