This list is for bugs in GNU make; if you have problems building
packages (like GTK), regardless of whether or not they use make to
build, you should be asking on lists that deal with those packages.


However, I'm sure GTK uses GNU Autoconf (you run ./configure before you
run make).  Please read the INSTALL and/or README files that come with
your GTK package: they will explain how you can pass arguments to the
configure script to control where the results of the build are
installed.
