There's no requirement in Texinfo, or in the GNU standards that I'm
aware of, that the node name and the title of the
chapter/section/etc. be identical.  In fact, they are often not
identical, not only in the GNU make manual (and this is not the only
place where this is true) but in many other GNU manuals as well.  It is
quite normal.
