Hi; You are using the Cygwin version of GNU make, which is, unfortunately, not identical to the original version distributed by the FSF. In particular, the FSF version doesn't have a "--win32" option.
So, you will need to contact the Cygwin folks/mailing lists, not these lists, to get answers to questions that deal specifically with the Cygwin port.
