Sorry, just realised whats hapenning - I was rerunning it too quickly
and we only have time resolution to a second so the timestamps were
the same.
Perhaps identical timestamps should be treated as if the target needs
to be rebuilt (and make sure it doesn't recurse and keep rebuilding it
of course). Hmm, that would be a pain to do though ...
