The latest versions of all GNU packages are always available at:
ftp://ftp.gnu.org/gnu/<pkg>/
So, in this case:
ftp://ftp.gnu.org/gnu/make/
That pointer is available from the software download section of
www.gnu.org, as well.
There is a "public", but not publicized, bug tracking system available
at GNU (wwwgnats based, I think), but it only came on-line recently and
there isn't a large list of historical bugs there, and I'm almost the
only one who ever adds bugs (I try to add ones that are sent to this
list).
With the next release of GNU make that information will appear in the
GNU make README.
