Debian GNU/Hurd only supports svsVinit. Guix Hurd uses the Shepherd for init. I believe that Gentoo Hurd (1) is trying to use openrc for its init, but I don't know. You can probably use the shepherd on Debian GNU Hurd for your user services, which would be similar to "systemd user services" (2). All that is say, you may be able to hack your Debian GNU/Hurd to boot via the shepherd init systems, but no one has done this before. So you will have to do all the work yourself!
