when it's actually storing local time, because I think the Hurd expects RTC
storing UTC time.

Debian GNU/Hurd can support both, it's up to hwclock to compute what
it wants to put in the RTC, and is configured in /etc/adjtime, see man
hwclock.

I read the document, it is indeed not the driver's mission to remember UTC or local time is used in RTC. The driver just needs to access the values on RTC and convert them between BCD and binary.
