I think it's $hurd-src/hurd/shutdown.c
I didn't find $hurd-src/hurd/shutdown.c, but instead I found $hurd-src/shutdown/shutdown.c; is this shutdown server the correct one?

You could add in some printf (or maybe mach_print) throughout the file
and try to see where the problem starts.

`startup: halting Hurd...`. I have forced to shut it down (by holding
