I'd recommend using a larger image (some qemu image types can actually
grow on demand), as 3 GB is barely enough for a small system, let alone
the repositories and builds you'll have to store there when doing
development.

As a data point, one of my VMs has a 20 GB "disk" and I'm still running
into disk space problems occasionally (but then I'm working with
OpenJDK, the builds and build dependencies of which are quite large).

Keep in mind that qemu images can be sparse, so that the actual disk
space they use will grow on demand.
