That's not true. Intel introduced hardware random number generators in
their chipsets like ten years ago. (At least one competitor followed
suit somewhat later; don't know if all did.) So unless they gave up on
it again later, which I doubt, a vast majority of PCs running today
actually do have a high quality random device.
