{OK} Because anyone can post to GNU mailing lists without being subscribed (to ease asking questions), and there are no spam filters on the GNU servers. It's expected that subscribers will do filtering on their side (Junk Control in Mozilla *, etc).

Well, there are spam filters on GNU servers. Mailman has one, but the list needs moderators if they are used. However, it is easy to set the "Must posts have list named in destination (to, cc) field?" to yes (it's in privacy options->recepient filters). I understood that that would take out a lot of the spam. We don't care if we don't see mail which has bug-hurd in the Bcc:, do we? We do block it for l4-hurd, and it doesn't seem to be a problem.
