It's highly questionable if the Hurd package should install an rc
   file at all.  This is a relict from the time where the Hurd used to
   include everything for a mini-distribution.  We have done steps
   away from it, and will continue to do so.

I think that they should be included in the Hurd atleast, but not
installed by default.  Quite often these files are needed for making a
sub-hurd, and I would really be pissed if I couldn't make one quickly
without some basic startup scripts.

In short, I do think that the Hurd should provide a mini-distribution,
because that is what is needed for a sub-hurd.  Or atleast some kind
of a hack that makes the creation of sub-hurd's easier, if such things
as rc files are not provided in the Hurd.
