Why do you need a stream device?  Can you please be more specific?

I assume you ran into the problem of not having a good keyboard and/or
mouse device for the Hurd.  There is one supplied with debian, you can
use this one.  See the instructions in the install guide:

Please do not implement a keyboard stream driver yet, I already have
some stuff (unusable for what you want).

It would be really useful if you would tell us what you are exactly
doing and what the exact problem is.
