Neither. It is surely quite bit-rotted, but the code is still there. The BFD code has never been able to properly load ELF binaries, and the exec server with BFD enabled still uses its native code for ELF. You'd have to come up with some other kind of binary that could be meaningfully executed to have something with which you could try to test the BFD exec code.
