Actually, one interesting piece of information is that when unpacking
sources as root, dpkg-source will not invoke tar with --no-same-owner, and
the bug will show up, too!

And, jolly mess!  tar will generate some random uids/gids if it doesn't know
the user and group names in the tar file.  Exactly those I found in the
broken packages.  So there is no Hurd bug here after all.  It's a merry
mixture of bugs in tar, dpkg and the debian/rules scripts of the packages.
