Just barely. The set of supported charsets is not. For instance,
Solaris iconv does not recognise "ISO-8859-1", and
iconv_open("UTF-8", "UTF-8") will fail.
Adding support for a system-internal encoding seems like a pretty
reasonable thing to do. That is, iconv_open("ISO-8859-15", "CONSOLE")
or some such.
