What would be *really* nice is a nice library with nice well-defined
and reasonably stable interfaces, that can be used by all of
linux-kernel, hurd-pfinet, maybe even bsd-kernels and random oskit
applications. What Olin Shivers would call a 100%-solution.

But I'm afraid (without actully having looked deeply into the issues)
that it would be a big job, both technincally and "politically", i.e.
getting various kernel developers to start using it.
