Perhaps Mach uses an idle loop when it has nothing to do, while linux halts the cpu in the same situation? An idle loop is fine when running on a real machine (except if you care about cooling or power consumption), but it is unfriendly to emulators and semi-emulators like vmware. If this guess is correct, booch and plex86 should behave the same way when running the Hurd.
