Not all repeated words are erroneous. You have to look at the context.

These are both copies of the same sentence, the relevant phrase of which is
"drawing position that GNU troff automatically returned to to close the
figure." It a shorthand (but perfectly idiomatic) way of writing "drawing
position to which GNU troff automatically returned in order to close the
figure."
The rest do seem to be typos.
