Yes, but keep in mind the context. The problem here is, what if people linked
to a node in the groff 1.22.4 Texinfo manual that didn't have any content in
it?
That seems unlikely. And working around it by _adding_ a deliberately-empty
node to the groff 1.23.0 Texinfo manual seems like a bit of ugliness not
warranted by the case at issue.
The scenario of greater concern is old links to content-ful nodes that are
retained in the new version of the manual, but have new names. *That* seems
worth addressing to me.
